Hard to tell by the picture if he is skinny or not, but he looks pretty darn healthy to me! (and handsome!) But this really is a question for your vet. Every dog is an individual and grows at a different rate.
Neutered and rear dew claw removal for $450.00 sounds decent, also depending what they do..
The spay for my dog was $235.00, but it included many things including iv catheter, inhalant, etc. They did some blood work before hand as well, to be sure all was sound.
I also had a gastropexy done. Which was $215.00. So with everything together, including medications, microchip, and a few other things for the surgery, my bill was $700.00 for her spay/gastropexy.
When they gave you the estimate, did they have everything out in detail as to what the cost was for every individual thing? If not, ask for that. That is what my Vet does when they give an estimate.
Also it doesn't hurt to get estimates from other vets. Perhaps they are cheaper and do even more things for your dog to be safer and keep it more comfortable. Don't be afraid to check around!
