I wouldn't try to do it, myself. Especially not knowing what it is. If it's potentially malignant, I wouldn't know how wide and deep of a margin to cut. And that would be the least of my worries.
How many vet opinions did you get? If you just got the one, I would consult no less than three other places. Ask the vet if it's something they think can be done with local anesthesia (not sure if your first quote included local or general).
