We have electric fences here for our horses, goats and poddy lambs. The horse ones are more at the top but the goat/lamb ones are dog height. Luther touched it a few times as a puppy.....he is fine. just be prepared for some yelping.....they learn pretty quick where it is and don't go near it.
If you want her to be able to get through the fences I would just put it up to around the middle or higher so that it is still effective on your horses but allows her to go in and out without getting "bitten".
