I use a Masterpet dog harness, which doubles as a car seat harness and a walking harness. It has a loop of seatbelt webbing about 7 inches long, through which the car seatbelt threads to clip into the car belt fixture. He can have both his lead and the seatbelt on with no worries. It allows him to sit or lie down. When walking it takes strain/pressue off his neck.
