I'm surprised no one else noticed either, someone had to have seen him at some point. Seriously though, how does one just walk past their dog laying there, half dead, skin and bones, and not give it food? You have to be a seriously cruel, messed up person to look at that dog and not want to offer it all the food in the world. That lady is absolutely disgusting. Ugh.
