When I was a kid (we moved from here when I was ten), we had a guy across the street we called The Crazy Man. He was middle aged, his girl friend was sixteen. He was always fighting with her. He would chase her outside with a baseball bat. We would file out on the porch to watch because maybe he wouldn't kill her in front of us. The old lady next door to him would call the police. They would come two to four hours later. They never took anyone away.
When I was four he asked my sister if she wanted some hot chocolate. She was six. She was always smarter than me. She said no. I said yes. She came with me because she was afraid for me. He offered her a dollar to kiss him. He showed us a jar of quarters in his bedroom. What a jerk.
Yeah, they exist, weirdows.
