She's still really a baby. So exercise exercise exercise. Car rides. Socialization. Exercise. Hiking, swimming. Exercise.

You need to stop the interaction with the cat right now. If there is blood being drawn this is a serious issue that needs to be addressed before your pup gets even larger. I'd say NO play right now. When they start, just quietly go to your pup, take her by the collar and quietly crate her for a time out for at least 15 min. No yelling, just adds to the excitement. Calmly get her, take her to the crate, time out.

Have you signed her up for dog classes yet? HUGE help. The routine, mental and physical stimulation, socialization.....
