Andrea, give him a chance.
Keep him on lockdown if you must, but he deserves a chance, it won't happen overnight. It's obvious he's not a vicious killer, as you bring in new dogs often.
Get in touch with rescues all over, post on petfinder, here, other GSD forums, other breed working forums. Come now, enough healthy, happy GSDs are killed because they can't be fostered, this dog is already in a home, don't kill him for being true to a working breed. He needs a job and strict training. He sounds 10X better behaved than my Jaeger, who has weak nerves and would be PTS immediately in any other home, but because I can manage him he's not.
