If this is Loca (and it sounds like and looks like it is), he is at ACCT on Hunting Park Ave. I was one of the GSR-SP volunteers that evaluated him.

I really liked this guy. He was very whiny when he saw a dog in the distance and wanted to get over to it. He seemed to react to the hyper ones more, there were two very calm dogs that walked by the outside pen we were in and he did not react at all to them. He went nuts over the hyper ones but not in a bad way. Loca did come in with a beautiful bi-color female and they were in the same kennel for a bit but he started redirecting his frustrations of the passing dogs on her so he was moved. He is very intelligent... he climbed on a chair to see if he could open the gate and knew that the stainless bowls up high had water and kept trying to get them. He wasn't aggressive with other dogs but meets and greets would have to be handled carefully due to his energy and lack of manners. He really settled down when walked away from all the dogs and even rolled over for some belly rubs.
